High (19-36) and Low (1-18) roulette strategies are even-money outside bets. Payout 1:1, hit rate 48.65% on European, the same math as red/black.

High covers 19-36 (18 numbers). Low covers 1-18 (18 numbers). Pays 1:1. Zero/00 lose.
Hit probability: European 48.65%, American 47.37%.
Why some systems prefer it
High/Low is functionally identical to Red/Black and Odd/Even. Some players prefer it because the numerical split is easier to visualise than colour.
James Bond uses High (19-36) as the dominant bet in its coverage layer.

Common misconception
'High numbers come out more after a long Low run' - false. Each spin is independent. Long runs in either direction are expected over enough spins.
